Recent weeks have seen the National Grid Corporation of the Philippines (NGCP) warn residents in certain parts of the country that the regional power grid could be on red alert from 1pm to 3 pm, which means rotating blackouts are required. This even includes part of metro-Manila!

The issue is simply that there is little buffer between peak demand and peak utility supply (11,478 MW against 11,971 MW respectively for the energy aficionados out there), so any hit to the supply side can result in blackouts.
